Technical Systems Architect
Dave Sawyer has more than 20 years of experience in information technology program and
project design initiation and leadership, governance and management, and delivery for systems
development and deployments including technical and functional areas.
Since launching Sawyer Consulting in 2005, Dave has established a successful practice providing
high-quality services in the areas of business consulting, IT strategy, systems architecture, and
systems implementation across both public and private organizations.
His clients acknowledge him as a leader in crisis resolution, problem solving and debugging of
complex architecture and infrastructure IT systems. He has led many high-profile COTS and
custom software implementation projects where he was responsible for integrating technology
support, including logical and physical layers, with the business architecture.
Dave has an extensive depth and breadth of technical skills - C++/C, Java (J2EE), UNIX, Apache,
Tomcat, middleware, real-time applications, systems engineering/architecture, and content
management systems (CMS). Dave has full lifecycle experience implementing Stellent Content
Server / Oracle UCM on Unix and Windows platforms. Additionally, he is an experienced manager
of production systems including operations, administration, monitoring, and support.
Before starting his own consulting firm, he was the Director of Financial Systems for the U.S.
Department of Labor, and then the Deputy CIO for the Small Business Administration. While at
SBA, Mr. Sawyer managed an organization of over 65 IT staff and an operating budget over $15M
annually, as well as oversaw development of new systems and management of 70+ production
systems. Before his government positions, he worked for Accenture where he consulted to
Fortune 500 clients such as AT&T, Xerox, and Cisco Systems.
Dave holds a degree in Electrical Engineering and Computer Engineering from North Carolina
State.
